Local privilege escalation via unsanitized private flags

Missing authorization in Android 14 through 16 allows local users to escalate privileges through a tapjacking attack. During relayoutWindow, WindowManagerService accepts caller-controlled private window flags without verifying permissions required for trusted or rounded-corner overlays and global drag interception. An unprivileged local application can abuse trusted-overlay behavior without user interaction to place deceptive windows over protected UI.
