Information disclosure in Android Framework 13 through 16 allows local users to access protected data by adding a Device Owner. DevicePolicyManagerService.hasAccountsOnAnyUser queries only accounts visible through each user context, so hidden accounts are missed and post-provisioning Device Owner enrollment is allowed. Exploitation requires local low-privileged code on an already provisioned device, needs no user interaction, and exposes confidentiality without reported modification or interruption.
