Local privilege escalation via insecure recognizer default

Privilege escalation in Android 13 through 16 allows local users to become the default speech recognizer without user interaction. VoiceInteractionManagerService.findAvailRecognizer uses an insecure default value when selecting an available recognizer, permitting an untrusted app to become the default. A low-privileged local app is sufficient, and the resulting default-recognizer role provides privileges beyond those already held by the app.
