Cross-user image disclosure via malformed URI authority

Information disclosure in Android 13 through 16 allows local users to read another user's print-service icon via a crafted URI. PrintManagerService.validateIconUserBoundary used Uri.getEncodedUserInfo to identify the user in an icon URI, but specially crafted authority data makes that parser return the wrong value. A low-privileged local app can trigger the flaw without user interaction, exposing a cross-user image while no other data access is reported.
