Local privilege escalation via stale voice recognizer

Privilege escalation in Android 13 through 16 allows local users to gain elevated privileges through a persisted voice recognizer. VoiceInteractionManagerService.onSomePackagesChanged returns early when a voice interaction service exists, so uninstalling the current recognition package leaves its component name in secure settings. A locally installed third-party app needs no user interaction or additional execution privileges to exploit the stale privileged selection.
