Missing authorization in Google Android 17 allows local users to escalate privileges through the system carrier configuration service. CarrierConfigLoader.overrideConfig fails to enforce the intended caller UID authorization before accepting a configuration override. Exploitation requires local low-privileged code on the device, needs no user interaction, and grants higher Android privileges.
