Local device boot failure via unpaginated AppOps response

Denial of service in the Android Framework in Android 15 and 16 allows local users to crash SystemUI and prevent device boot. The getPackagesForOpsForDevice Binder API returns app-op entries for hundreds of packages in one oversized transaction instead of paginating the response. A local app without additional execution privileges or user interaction can trigger TransactionTooLargeException, repeatedly crash SystemUI, and leave the device unable to boot.
