Cross-user file disclosure via unchecked MMS URI

Information disclosure in Android 13 through 16 allows local users to read another user's files through the MMS download service. The MmsService writePduToContentUri path accepted a caller-supplied content URI and wrote the downloaded PDU without checking that the URI user matched the calling user. A local low-privileged app can cross the Android multi-user boundary without user interaction or additional execution privileges; the reported consequence is file disclosure only.
