Permanent denial of service via oversized IME metadata

Resource exhaustion in Android 13 through 16 allows local users to permanently interrupt the device via malicious IME metadata. InputMethodInfo parses an input method's unbounded metadata XML while IMMS constructs the object, allowing the system process to run out of memory. Exploitation requires a malicious local input method but no additional execution privileges or user interaction.
