Local privilege escalation via missing user-restriction check

Missing authorization in Android 13 and 14 allows local users to bypass Wi-Fi scan configuration restrictions and elevate privileges. WifiScanModeActivity opens its scan-mode authorization flow without first checking DISALLOW_CONFIG_LOCATION for the current user. A low-privilege local user can reach the flaw without user interaction, and the published record reports that no further execution privileges are required.
