Emergency dialing denial via legacy app validation exception

Resource exhaustion in Android 13 through 16 allows local users to block emergency dialing through a malicious application. AppOpsService.verifyAndGetBypass retains an exception for legacy-targeting apps during app-op validation, permitting resource-consuming requests that should be rejected. A locally installed malicious app needs no user interaction or additional execution privileges; exploitation exhausts resources until emergency calls cannot be placed.
