Permanent service interruption via channel-group resource exhaustion

Resource exhaustion in Android 13 through 16 allows local users to permanently interrupt the device through a listener Binder call. NotificationManagerService exposes updateNotificationChannelGroupFromPrivilegedListener through AIDL; the method creates and saves a caller-supplied channel group, allowing repeated requests to exhaust resources. Exploitation is local, needs no user interaction or additional execution privileges, and causes persistent denial of service.
