Local privilege escalation via shutdown intent hijacking

Privilege escalation in Android 13 through 16 allows local users to gain elevated privileges by hijacking a framework shutdown intent. BatteryService starts an implicit ACTION_REQUEST_SHUTDOWN activity without ensuring that the resolved application holds the SHUTDOWN permission. A low-privileged application can register as the recipient and be launched by the system without user interaction.
