Persistent denial of service in Android 13 through 16 allows local users to interrupt device operation through a package update. DevicePolicyManagerService.handlePackagesChanged retains an updated device-policy controller without reparsing its admin metadata and rejecting a malformed receiver. Exploitation requires low-privileged local access and user interaction, and the resulting device-policy failure persists.
