Local privilege escalation via uncaught SettingsProvider exceptions

A logic error in DevicePolicyManagerService in Google Android 13 through 16 allows local users to escalate privileges via proxy settings. saveGlobalProxyLocked lets SettingsProvider exceptions escape while writing global proxy fields, interrupting callers and desynchronizing persisted device policy. A local low-privileged user can trigger the condition without user interaction, leaving security-sensitive policy operations incomplete.
