Hidden audio recording via silenced-config race

Race condition in Android Framework 13 through 15 allows local users to record audio without a privacy indicator after user interaction. AppOpsControllerImpl suppresses the microphone indicator when any recording configuration is silenced, rather than only when all configurations are silenced. A user-executed app and user interaction are required, and the resulting hidden recording bypasses the visible privacy signal.
