Local privilege escalation via SDK sandbox UID misclassification

Confused-deputy flaw in Android 13 through 16 allows local users to access privileged AccountManager APIs without user interaction. AccountManagerService.isSystemUid failed to reject SDK sandbox UIDs, causing sandbox callers to pass a system-UID trust check. A locally running app needs no additional execution privileges and can cross the SDK sandbox boundary to invoke APIs reserved for system UIDs.
