Local privilege escalation via external profile identifier

Improper input validation in Android 13 through 16 allows local users to remove biometric unlock from another user profile. FaceSettings.onCreate trusts an externally supplied android.intent.extra.USER_ID value, so a caller from one profile can target another profile's face settings. A low-privileged local caller needs no user interaction, and exploitation disables the targeted profile's biometric unlock.
