Local privilege escalation via production debug allowlist

Confused-deputy flaw in Android 13 through 16 allows local users to escalate privileges through the Settings slice provider. SettingsSliceProvider.grantAllowlistedPackagePermissions grants descendant secure-setting slice access to developer-only packages on production builds. A third-party app is sufficient, and exploitation requires neither additional execution privileges nor user interaction to modify secure settings.
