Denial of service in Android 13 through 15 allows local users with System execution privileges to interrupt Cell Broadcast delivery. The getDefaultCBRPackageName method queries broadcast receivers without MATCH_SYSTEM_ONLY, allowing a fake receiver to enter default-package selection. Exploitation requires System execution privileges and no user interaction, and the reported consequence is local service interruption.
