Secure-resource access via omitted processor security state

Improper validation in AMD Trusted Firmware and PMU Firmware through 2025.1 allows local users to access secure SoC resources. Trusted Firmware omits the calling Cortex-A processor's secure or non-secure state when forwarding requests, so PMU Firmware authorizes operations without that boundary. Low-privileged local access and user participation are required; successful requests expose secure memory, cryptographic operations, and SoC subsystem controls.
