Protection-file deletion via stored avatar traversal

Path traversal in FreeScout before 1.8.180 allows remote authenticated users to delete the public-storage .htaccess file. The user-creation workflow accepts ../.htaccess in photo_url, and avatar deletion resolves that stored path under storage/app/public and removes the file. Administrative access or User::PERM_EDIT_USERS is required; the direct consequence is deletion of that protection file.
