Account field manipulation via unrestricted mass assignment

Mass assignment in FreeScout before 1.8.180 allows remote authenticated users to set unintended User fields during account creation. UsersController::createSave passes every /users/wizard parameter to User::fill(), rather than allowlisting the three validated identity fields. The gate is administrator or User::PERM_EDIT_USERS access; successful requests can rewrite new-account metadata, including the avatar path.
