Out-of-bounds read in GDCM 3.0.24 allows attackers to disclose heap data by supplying a crafted DICOM file for local processing. RLECodec::DecodeByStreams trusts the file-controlled NumSegments count and indexes a 15-entry Offset array without enforcing that bound. The issue is reached when a local workflow decodes attacker-supplied RLE image data, exposing adjacent process memory or terminating the process.
