Stored XSS via namespaced SVG script elements

Stored XSS in DNN Platform before 9.13.9 allows remote authenticated users to execute scripts when another user views an inline SVG. SvgFileChecker passes uploaded SVG text to PortalSecurity.ValidateInput with a generic NoScripting filter that misses namespaced script elements. Low-privileged upload access and passive interaction by a viewer are required, and exploitation exposes data in the viewer's browser context.
