Site alteration via externally addressed import package

Improper workflow enforcement in DNN Platform before 9.13.9 allows remote authenticated users to import externally addressed site packages. ImportController.VerifyImportPackage passes the request-supplied packageId directly to Path.Combine, allowing a rooted or external path to escape the configured export folder. Exploitation requires SuperUser access and completion of the import workflow, which can alter site content and interrupt the site.
