Unauthorized side effects via pre-authorization hook execution

Incorrect authorization in Ash before 3.5.39 allows remote authenticated users to trigger unauthorized bulk-action hook side effects. Bulk create, update, and destroy paths run before_transaction hooks before authorizing the batch, even when the action returns a Forbidden error. Exposure requires an Ash.bulk_* call, a before_transaction hook without an after_transaction hook, and impact depends on the hook's sensitive or expensive operation.
