Unauthorized mass mentions via unsanitized echo content

Injection in Cocotais Bot 1.5.0-test2-hotfix through 1.6.1 allows remote attackers to trigger mass chat notifications via /echo. The builtin handler in src/builtins.ts joins supplied message tokens and passes the resulting content directly to event.reply without filtering QQ platform tags. A regular group member can therefore make the more-privileged bot emit the qqbot-at-everyone tag, notifying every member despite lacking mention permission.
