Internal service requests via unrestricted webhook targets

SSRF in TYPO3 CMS Webhooks 12.0.0 through 12.4.30 and 13.0.0 through 13.4.11 allows remote authenticated users to send requests to internal services. WebhookMessageHandler passes the configured target URL to RequestFactory without a webhooks-specific host filter, causing the server to follow administrator-chosen destinations. Administrator-level backend privileges are required; under factory settings, requests can blindly reach localhost or other internal services.
