Authenticated SSRF via unchecked form validation

Missing authorization in Cadence vManager Plugin through 4.0.1-286.v9e25a_740b_a_48 allows remote authenticated users to send requests to chosen URLs. The form-validation methods accept a URL, username, and password and open the connection without verifying Item/Configure permission. Overall/Read permission is sufficient, enabling the Jenkins controller to originate requests toward attacker-chosen endpoints with attacker-selected credentials.
