Privilege dropping failure in Wibu-Systems CodeMeter Runtime before 8.30a allows local users to gain administrator privileges. After a UAC-authorized installation, the installer starts CodeMeter Control Center with administrator rights and leaves it elevated; its Import License file dialog can open cmd.exe from System32. Exploitation requires installation from an unprivileged account using built-in Administrator credentials, before Control Center is closed or restarted, the user logs off, or Windows reboots.
