Cross-user file access via temporary-file race

Improper access control in affected Nextcloud Server releases allows attackers on multi-user hosts to access another account's temporary files. TempManager derived a suffixed path from a temporary filename, then created it with touch and changed its permissions afterward instead of opening a new randomized path exclusively. Exploitation requires access to the same multi-user system and enables cross-account temporary-file access or a symlink-based write redirection.
