Authenticated quota bypass via non-overridable quota check

Quota enforcement in Nextcloud Server, Enterprise Server, and Groupfolders releases allows remote authenticated users to exceed folder limits. The Groupfolders storage wrapper inherits Server's Quota class, whose non-overridable shouldApplyQuota check prevents the wrapper from applying its group-folder quota to text-file attachments. Any logged-in user who can add an attachment to a text file in a quota-limited group folder can store data beyond the administrator-set quota.
