Shell command execution via skipped CLI permission check

OS command injection in affected Asterisk releases allows local users to execute arbitrary shell commands through the CLI. The remoteconsolehandler() and consolehandler() paths invoke ast_safe_system before cli_has_permissions(), bypassing deny rules for commands prefixed with !. Exploitation requires access to an Asterisk console and an installation that relies on cli_permissions.conf to block shell execution.
