Admin account takeover via unrestricted password reset

Privilege escalation in Apache CloudStack 4.10.0.0 through 4.20.0.0 allows remote authenticated users to take over Admin accounts. The user password-reset path fails to compare the Domain Admin caller's role hierarchy and API privileges with those of the target Admin account. A Domain Admin in the ROOT domain can impersonate the victim and use sensitive administrative APIs, enabling data loss, service interruption, and compromise of managed infrastructure.
