Unintended package installation via prefix-only URL validation

Incorrect package validation in Liran Tal lockfile-lint-api before 5.9.2 allows attackers to install unintended npm packages. ValidatePackageNames builds an expected resolved-URL prefix without a trailing slash and accepts any resolved value beginning with it, so a longer package name passes. Exploitation requires a crafted lockfile entry whose resolved URL starts with the intended name; downstream installation can fetch a different package.
