Unauthenticated RBAC bypass via asterisk path mismatch

RBAC bypass in Envoy 1.31.7 and earlier, 1.32.0 through 1.32.5, 1.33.0 through 1.33.2, and 1.34.0 allows remote attackers to reach protected paths. The URI template matcher omits the asterisk from its valid path-character set, so an asterisk-bearing path fails to match a configured uri_template permission. Exposure requires HTTP RBAC configured with uri_template permissions; a crafted unauthenticated request can read resources that the affected rule was intended to deny.
