Account enumeration via login response timing

Observable response discrepancy in Umbraco CMS before 10.8.10 and 11.0.0-rc1 through 13.8.0 allows remote attackers to enumerate accounts. AuthenticationController.PostLogin previously let failed requests complete according to username-dependent credential-processing time; the patch equalizes failed-login duration and adds random jitter. Unauthenticated network access to the backoffice login API and repeated timing measurements are required, and the disclosed consequence is learning whether a submitted account name exists.
