SDLS bypass via non-operational security associations

Authentication bypass in NASA CryptoLib before 1.3.2 allows remote authenticated users to submit unauthenticated SDLS frames. Initialized but unconfigured Security Associations retain zeroed service fields, so TC, TM, and AOS processing treats them as valid clear-mode SAs without checking for the operational state. Access to an SDLS communications path is required, and a crafted frame selecting such an SA bypasses confidentiality and integrity enforcement for that frame.
