Key database corruption via ignored OTAR failure

Unchecked return-value handling in NASA CryptoLib before 1.3.2 allows remote authenticated users to corrupt keys through a crafted OTAR PDU. The Crypto_Key_OTAR path ignores the cryptography interface's returned status and proceeds with key-database updates after unsuccessful decryption. Access to a CryptoLib telecommand path with Extended Procedures enabled is required; successful exploitation can replace trusted key material and disrupt legitimate spacecraft control.
