Client-access interruption via nonce-free rekey cancellation

Denial of service in HashiCorp Vault and Vault Enterprise 1.14.8 through 1.19.5 allows remote attackers to interrupt client access. The unauthenticated rekey and recovery-key cancellation endpoints accepted cancellation requests without requiring the operation nonce, clearing the sole in-progress rekey and resetting its share configuration. Exploitation requires an operator to have an active rekey operation; access returns after the operator starts the operation again.
