Local conversion crash via undersized arc radius

NULL pointer dereference in Xfig's fig2dev 3.2.9a and earlier allows local users to crash pict2e conversion with a malformed arc. read_arcobject accepts an arc whose radius is below three units, and the pict2e backend later dereferences invalid arc geometry. The attacker must supply a crafted FIG file for local conversion; the resulting segmentation fault terminates only the fig2dev process.
