Logging configuration redirection via file-check race

TOCTOU in Snowflake Node.js Driver 1.10.0 through 2.0.3 allows local users to redirect Easy Logging output via a file race. ConfigurationUtil.getClientConfig checks path permissions before reopening and reading the file without confirming ownership, so a swapped file is trusted. Easy Logging must run on Linux or macOS, and the local user must be able to write the configuration file or its containing directory; the bounded consequence is control of the logging level and output location.
