Log disclosure via racy configuration file validation

A TOCTOU race in Snowflake Go Snowflake Driver 1.7.0 through 1.13.2 allows local users to redirect Easy Logging output. parseClientConfiguration read the pathname before validateCfgPerm separately statted it, and the check never verified that its owner matched the process user. Easy Logging must be enabled on Linux or macOS, and the attacker must be able to write the file or its directory; redirecting logs can expose their contents.
