Logging control via racy configuration-file validation

TOCTOU in Snowflake Connector for .NET 2.1.2 through 4.4.0 allows local users to control Easy Logging configuration. EasyLoggingConfigParser checks file permissions separately from use and does not ensure that the file owner matches the Connector user. Exploitation requires Easy Logging on Linux or macOS plus write access to the configuration file or its directory, enabling control of logging level and output location.
