Improper access control in D-Link DIR-823-Pro 1.02 allows remote attackers to enable Telnet and access the router over the network. The HNAP SetTelnetSettings handler accepts an unauthenticated telnet_enabled value, and sub_42A620 invokes the system function to restart Telnet. The public proof of concept sends one HTTP POST without credentials, while CISA's assessment separately records required user interaction.
