Unauthenticated user redirection via unvalidated logout return URL

Open redirect in Catalyst User Key Authentication Plugin 20220819 allows remote attackers to redirect users through a crafted logout URL. In auth.php, user_logout_userkey() accepts the return parameter as PARAM_URL and passes it unchanged to Moodle's redirect() routine. No login is required, but a target must follow the crafted link; the resulting redirect can send the browser to any attacker-chosen website.
