Service interruption via unlimited FTP connections

Resource exhaustion in H3C GR2200 firmware MiniGR1A0V100R016 allows remote attackers to interrupt service through FTP connections. The USERLIMIT_GLOBAL option in /etc/bftpd.conf is set to 0, so bftpd accepts an unbounded number of simultaneous users instead of enforcing a connection limit. The FTP service must be network-reachable, and enough concurrent unauthenticated sessions exhaust resources and deny service to legitimate users.
