Privilege escalation via unchecked administrator group membership

Improper access control in Devolutions Server 2025.1.7.0 and earlier allows remote authenticated users to gain administrative privileges. User group management accepts membership changes from a non-administrator holding both User Management and User Group Management permissions without requiring administrative authority. Both delegated permissions are required, and successful exploitation lets that account place users in groups carrying administrative privileges.
