Remote service crash via nonwrapping AES counter increment

Denial of service in ring before 0.17.12 allows remote attackers to crash QUIC applications with a crafted packet. HeaderProtectionKey::new_mask passes a packet-derived counter through Counter::increment_by_less_safe, whose ordinary u32 addition panics at u32::MAX when overflow checks are enabled instead of wrapping. Reachability requires overflow checking, which release builds do not enable by default; the bounded consequence is process termination without data disclosure or modification.
